There are 2 international terminals at Taoyuan Airport, depending on the airlines you are travelling on.
Both have a small booth with some desktops that has internet line where you can use for free. But, if you want to use your own laptop and connect to the wireless network, it is only availabe at Terminal 2. I am not sure if its free or chargeable.
The only official provider of wireless internet service in Taoyuan Airport is Chunghua Telecom (Hinet). Of course, it is not free of charge.
But actually, you could try to find some hotspot which might be free near airline company VIP’s lounges. I actually connected to internet wirelessly near the JAA lounge which provided a free service with mean to its passengers. References : Self
