   By quality, #3 is best. also Royal HOTEL (not inn).

   I still think Howard Plaza is the best deal on that list. I’d also look at the Riviera. It’s about a 5 minute walk from an MRT Station, a little cheaper, and still a very nice and comfortable hotel. It’s where I stay every trip to Taipei.
