until end of Qing China always had Mongolia,should we blame ROC to lose Mongolia as part of China’s territory?

in Qing, china’s map was like a leaf, which include both inner and outer Mongolia, now we no longer look like a leaf, just a rooster(if Taiwan is the other rooster foot of course, together with Hainan)

No, we should blame the Qing dynasty for becoming so weak that the country rebelled and broke up.

Without this weakness there would had been no R.O.C and no one else to point the finger at.

    No, you should blame the Soviet Union, which took Mongolia under its protection. Otherwise the Chinese might well have invaded and incorporated outer Mongolia into the PRC by force – just as they did with Tibet, which did not have any powerful international friends to help them.
