I gather that you are not planning to spend any time in Taiwan other than as a transit stop.

You dont have to fill up any forms since you are just transferring planes. You just go to the Transit counter in Taoyuan Airport to follow up on your connections.

Also, When checking in at your home country, just send your bags onto the final destination.

Part of the problem is that is written in very confusing English.

I’ve transferred in many countries in Asia and I’m sure Taiwan is no different. On the plane, you’ll be given a form you have to fill out. Tell the flight attendant that you’re not staying in Taiwan, but just transferring planes. That way, you’ll get the right form to fill out. When you land, ask them where you’re supposed to go.

Just take that form and your passport to the desk. They’ll likely just look at it, put it through the computer, flip through it, look at you, stamp it, and hand it back.

it’s really not that hard
once you go off your plane you just go to your terminal and if you have any probelms ask the flight attedent from your flight to taipei for help thats what they are there for.

the papers and what not are for passing through customs since your not staying in taiwan you don’t need to go through customs.
