Stayed in Riviera several times. It’s a nice place with a jogging track on the roof 
It’s fairly close to restaurants along Lin Sen and Suansheng. Plenty of bars if you’re interested. Shopping along Mintsu, Lin Sen and Chung Shan. The main pain is the MRT – 2 big blocks west of Riviera, and very few bus lines in the neighborhood (Chung Shan and Shinsheng roads).
My favorite hotel is the KDM at corner Chung Hsiao and Shinsheng Rds. Enough places to eat in neighborhood, MRT blue line entrance is right across the alley, buses all over the place, and the airport Evergreen bus stops across the street. Shopping – take MRT to Taipei 101, or a block from the hotel is a huge electronics Kwang Hwa market.
