Magnitude-6.4 Quake Strikes Taiwan; 12 People Injured

March 4 (Bloomberg) — A magnitude-6.4 earthquake struck southern Taiwan, leaving 12 people injured and shaking buildings in the capital, Taipei. The temblor cut power supplies and caused the countrys high-speed train to halt services.
The quake hit at 8:18 a.m. local time, 56 kilometers (35 miles) northeast of Kaohsiung, a city of 1.5 million people, the Central Weather Bureau said on its Web site. The quakes depth was 5 kilometers and 14 aftershocks of magnitude between 3.6 and 4.8 were felt by 10.48 a.m.
The epicenter was in a mountainous region near Chia-hsien town, one of the areas worst hit by Typhoon Morakot in August, which killed more than 600 people and caused damages of NT$110 billion ($3.3 billion). It was the second 6.4-magnitude earthquake to rock Taiwan since Dec. 19.
Nine people sustained minor injuries in Kaohsiung county and two were hurt in Chiayi county north of the epicenter, Liang Yu-chu, a spokesman at the National Fire Agency disasters response center, said by phone. One person was hurt and a fire broke out in a textile factory in Tainan county, he said.
A bridge connecting Kaohsiung county and Pingtung county will be closed, said Wang Kuo-tai, a spokesman at the Kaohsiung County Fire Bureau. Buildings swayed in Taipei, about 250 kilometers to the north.
Taiwan is regularly struck by earthquakes. The most deadly in recent years, a 7.6-magnitude quake in September 1999, killed about 2,400 people and caused at least $9 billion in damage.
Power Outages
President Ma Ying-jeou will visit the Tainan county disaster emergency response center at 2:15 p.m. today, according to a phone text message from the Presidential Office.
The Taiex stock index fell 0.8 percent to 7,569.80 at the close at 1:30 p.m. Taiwans dollar rose 0.1 percent to NT$31.96 to the U.S. dollar at the midday break.
Power was cut to 540,000 customers for several minutes, Clint Chou, a spokesman of Taiwan Power Co., said by telephone from Taipei today.
Five generators were out of service after being shaken by the earthquake and the state-run utility is slowly restarting them, Chou said.
Taiwan High Speed Rail Corp., operator of the high-speed rail that links the north and south of the country, halted services between Kaohsiung and Taichung in central Taiwan, according a notice on the companys Web site. Kaohsiung subway resumed operations at 10:47 a.m. after suspending services, ETTV said.
Evacuating Staff
Hannstar Display Corp., which operates a so-called fifth- generation liquid-crystal display plant in Tainan county, shut down the factory and evacuated its staff, deputy spokesman Arjay Chang said.
Chi Mei Optoelectronics Corp. evacuated employees from some of its flat-panel factories in southern Taiwan, Loreta Chen, a company spokeswoman said. The company was assessing the impact of the earthquake on its operations, Chen said by phone from Tainan.
Kaohsiungs port and international airport were operating normally, Huang Kuo-ying, deputy director general, Kaohsiung Harbor Bureau and Yang Mao-lin, deputy director general of Kaohsiung International Airport, said in separate calls today.
CPC Corp., Taiwans state oil refiner, and China Steel Corp., Taiwans biggest steel producer, said their Kaohsiung plants are operating normally. Taiwan Sugar Corp.s operations in Kaohsiung were normal, vice president Chiang Ming-hung said by phone.

The toothless, scaleless fish is known as the King of Herrings.
It weighed in at over 100 kilograms and measured five meters long.
[He Yuan-shing, Fishery Researcher]:
“Some fishermen believe the fish comes up when an earthquake happens, but that’s unproven.”
Proven or not, such a large fish lives at great depths and is rarely seen near the surface.
Earthquakes are common in Taiwan which lies on a seismically active stretch of the Pacific basin.
A similar catch of the same species was reported in October last year but was a mere three-and-a-half meters long.

I could tell you but nobody would believe me, really. Here’s the short version of it though.
Chile and Taiwan are located on or near what’s called the "Ring of Fire", a roughly circular area in the Pacific Ocean where there’s more than average plate tectonic movement, and with it more earthquakes, volcanoes and crap than average. This has been a known and proven thing for years.
It’s also been less-well known, but just as proven, that the Earth isn’t one entirely solid mass–that there are in fact these tectonic plates that form the crust of the planet, and then there’s the semi-liquid mantle and core that move *around* and shift under the plates. It’s been proven more recently that a strong enough earthquake can produce a very slight shift in the Earth’s shape and center of mass as well:

The point of this is: The "Ring of Fire" may not be the only ring of extra plate tectonic activity, or even the largest such ring. There may be another such ring running through much of the Western Hemisphere, up through Chile and South America, up through the Gulf of Mexico and by Haiti, into and hooking up with the New Madrid faultline in the United States….
It’s hard to tell though without a globe right in front of me how this works out, because there’s a major faultline or other seismic network now, in *Every* major time zone of the United States. California and the San Andreas fault might be on one such "ring", Yosemite on a second, and so on. Yes, there’s even a faultline off of the East Coast too, up north by New York out in the nearby Atlantic Ocean.
And the problem is we’re doing a *LOT* of offshore, deep-into-the-crust drilling for oil in one concentrated area: the Gulf of Mexico. This may or may not make things worse, but it sure isn’t making anything more stable either.
That’s the deal, and sorry to go on so. That’s the deal: that "Ring of Fire" may be larger, or inside of a larger network of fault lines, than what we know about.

How can I work directly on the ground or with relief organizations to help Sichuan Earthquake victims?
I’m traveling to Taiwan this Friday, the 23rd to study Chinese for this summer, but I would be willing to fly into the Mainland and volunteer for a week or some weekends, if there is a way for me to help.
My Spoken Chinese is quite good, but my reading and writing is poor. I can communicate when I’m there, but my inability to navigate Chinese websites easily makes it hard to do research into this topic on my own.
China isn’t allowing aid workers into their country. But, You can donate money or material to help the victims. Check the Internet for aid groups to send things to. Make sure the group you donate too is real so you are sending aid to someone that needs it and not to some criminal.
